Getting started with your services is simple and convenient, from setting up your account to understanding billing, and services we offer to resources available to you.

While we urge you to review this information thoroughly, as a new customer you will need to contact the District Administration Office at (209) 962-7161 to establish your account.

About GCSD 

The Groveland Community Services District (GCSD) is a Special District formed by the State of California. Our mission is to provide environmentally sound, economic, and compliant services that meet our customer's needs for water and wastewater treatment, fire protection, and park facilities in the unincorporated township of Groveland, California.

How to Pay Your Bill 

Billing is processed on the first of every month, and due by the last day of the month. If payment is not received by the last day of the month, a 10% penalty will be assessed on the past due amount. 

The GCSD offers its customers the convenience of making payments in-person, over the phone or online. Autopay options are available.

Water & Sewer Rates 

The GCSD obtains all of its water from the San Francisco Public Utilities Commission’s Hetch Hetchy Reservoir. This pristine water originates in Yosemite National Park as snow melt from a large watershed in the High Sierra. With controlled human contact and granite-type geology, the mineral content of this water is far lower than most bottled water, and the bacterial counts approach zero.

The GCSD's Water System distributes water to the populated areas of Big Oak Flat, Groveland, and Pine Mountain Lake. The GCSD water supply and distribution system includes 3 water treatment plants, 5 storage reservoirs, and approximately 70 miles of distribution piping. The District provides a treated water supply to approximately 3,500 customers.

New Tenant 

District policy requires the property owner’s consent in order to bill tenants directly.

To transfer services into a tenant's name:

Once each form has been submitted to the District, both parties will be notified when services have succesfully been transferred. All property owners will receive a copy of their tenant’s monthly billing statements.

Although consent may be granted by the owner, the District will not institute billing in the name of a new tenant for any account with a past due balance. All accounts must be paid in full prior to the transfer of billing.

    The District will make every reasonable attempt to collect from the tenant, however if the District is unable to collect from the tenant after 30 days from the date that the tenant vacates the property, the District will transfer that balance to the owner’s account.

    Property management and monitoring rental accounts is NOT a function of the District. The owner of the property will ultimately be responsible for all unpaid charges for providing service to the property during the tenant’s occupation. This includes fixed rates, consumption charges, late fees, penalties, and liens assessed on the property due to non-payment.

    In an effort to mitigate the potential for large delinquencies and liens, the District will be sending you a copy of your tenant’s monthly statement allowing you to track your property’s account standing.

    You will also be notified via an automated courtesy call of any past due balances on the account.

    If you wish to not receive the account statement or courtesy calls, please complete the Withdraw from Tenant Notification form and submit it to the District Administrative Office.

    If you have purchased a home in the Groveland/Big Oak Flat area, the District will require a copy of the recorded deed to establish your new account.

    This process applies only to those properties where water and/or sewer service are already available.
